L3Harris is Selected to Upgrade Niagara Frontier Transportation Authority’s Critical Communications Network

Following a competitive procurement process, L3Harris Technologies has received a contract to upgrade Niagara Frontier Transportation Authority’s critical communications infrastructure, including overall coverage throughout the Buffalo, New York, area, and technological enhancements for transit and aviation professionals, including first responders. This agreement continues a relationship dating back over 25 years. The award followed a competitive Request for Proposal (RFP) process and is valued at more than $20 million.

Under the contract, L3Harris is tasked with delivering a new Project 25 (P25) network designed to seamlessly upgrade NFTA’s legacy mission-critical system that has served the organization for decades. This project includes the construction of a new tower network consisting of three basic sites and featuring an extensive six-mile tunnel coverage solution requiring a highly sophisticated Bi-Directional Amplifier (BDA) infrastructure. The new system is designed for high resilience, enabling continued operation when unexpected conditions arise.

Also under the contract, L3Harris has included a suite of XL radios tailored to NFTA’s needs. XL Virtual™ push-to-talk will be employed to extend P25 capabilities to cellular and Wi-Fi™ devices.

L3Harris’ current New York State footprint includes 4,200 employees and 12 locations, including the Jefferson Road Operations Center (JROC) located in Rochester, NY, which houses manufacturing facilities for tactical communications technology used by militaries and government agencies around the world.
