Modernizing Public Safety Communications

Emergency personnel contend with interoperability challenges across jurisdictions, coverage gaps in complex terrain or dense urban environments, and the inability to share imagery, location or other data in real time. To address these limitations, L3Harris Technologies developed Two47 MCX communications software.

A Revolution in Communications

Two47 MCX software redefines how public safety communications work. Built on global standards by the Third Generation Partnership Project (3GPP), MCX integrates voice, data and video into one solution.

MCX extends communications beyond voice, supports the rapid integration of mutual-aid and out-of-area responders, ensures priority access during network congestion and leverages a broader, assured coverage footprint.

Rather than replacing existing systems, Two47 MCX software complements them, creating a converged communications environment that aligns with how responders operate during real-world emergencies.

Case Studies in Collaborative Success

Some areas served by existing regional LTE carriers already have the necessary tower networks needed for a seamless and comprehensive system upgrade.

In Georgia, decision-makers faced a choice: build a new tower site network at great expense to taxpayers or explore alternative solutions. By teaming with Southern Linc, a regional carrier, Georgia paired L3Harris radios – capable of operating on both broadband and traditional P25 land mobile radio (LMR) – with Two47 MCX software. This approach saved Georgia potentially more than $100 million while delivering a future-ready technology platform.

“Our MCX platform provided Georgia with a turnkey solution tailored to their requirements,” said James Potter, Director, Product Management, L3Harris. “They have invested in a system that gives them full coverage and interoperability that will evolve with their needs.”

In Texas, Lower Colorado River Authority is building its own LTE network in partnership with public safety agencies, which could yield similar opportunities to those benefiting Georgia.

“These pre-existing networks are incredible resources,” said Potter. “By combining L3Harris radios and Two47 MCX software, cities and states can apply the same applications across radios, smartphones and computers without procuring new infrastructure.”

A Smarter Path Forward

Modernizing emergency communications no longer requires the replacement of proven systems. By converging LMR with broadband, agencies can expand capabilities, improve interoperability and enhance operational resilience – while controlling costs.

L3Harris’ Two47 MCX solution enables public safety organizations to build on what they already have, and leverage existing LTE networks to support mission-critical voice, data and video when and where it matters most. This practical approach allows communities to evolve at their own pace, ensuring communications systems are ready for today’s challenges and adaptable for those still ahead.
