L3Harris Signs Partnership Agreements to Boost Local Industry in the Netherlands

The Dutch Ministry of Defence (MoD) and L3Harris Technologies signed a strategic partnership agreement at the Kromhoutkazerne in Utrecht, Netherlands, in June 2026 committing to work more collaboratively on future capability needs and requirements in protection of national and allied territory.

Building upon an Industrial Cooperation Agreement (ICA) signed with the Ministry of Economic Affairs and Climate Policy in December 2025, L3Harris continues to bolster its support for and commitment to the Dutch industrial base since signing a long-term agreement with the MoD for the FOXTROT program in early 2025.

“On the battlefield against adversaries with sophisticated electronic warfare capabilities, if you can’t communicate, you can’t move with purpose – and you can’t win,” said Chris Aebli, President, Mission Critical Communications, Communications & Spectrum Dominance, L3Harris. “The Netherlands understands this threat to their national interests and has partnered with us to deliver truly resilient, interoperable technology tailored to their needs for FOXTROT and beyond.”

L3Harris is the first company supporting the FOXTROT program to sign such an agreement, which will run the course of the program.

“The strategic partnership agreement reflects our shared ambition to continuously improve the FOXTROT solution, drive innovation, streamline delivery processes and effectively manage interfaces,” said Vice Adm. Jan Willem Hartman, Commander, Materiel and IT Command. “Together, we have established a common vision and clear objectives for the results we aim to achieve.”

L3Harris delivered the first equipment under the FOXTROT program in July 2025, enhancing the Netherlands’ resilient communications capability and interoperability with NATO allies to counter sophisticated electronic warfare threats from adversaries.

“The strategic partnership agreement and the ICA both highlight our commitment to support our customers' desires for collaboration with local industry, which ensures enduring solutions for the long term,” said Sandy Olejniczak, Senior Director, European Sales, L3Harris. “Our partners under the ICA deliver native Netherlands content to the Dutch MoD and help further strengthen the country’s defense industrial base.”

The delivery of enhanced communication systems combined with the innovation that will spur from the strategic partnership agreement will support the Netherlands’ ability to stay ahead of adversarial technology development.
