L3Harris Delivering AI-Enabled CJADC2

The modern battlespace is more complex and data-rich than ever, with inputs from disparate sensors providing insights on both friendly and enemy troop movements and activities in real-time around the clock.

The amount of data collected – combined with continuously evolving Cyber Electro Magnetic Activities (CEMA) and Electronic Warfare (EW) threats – can quickly overwhelm human personnel’s ability to filter and process this information in timelines that provide actionable intelligence and desired effect. On the one hand, battlespace intelligence data is difficult to correlate and fuse across all echelons, from the tactical edge up to headquarters or data centers at the strategic and operational levels well away from frontline combat forces. On the other hand, the increasing adoption of open-source intelligence (OSINT), autonomous systems, and even AI agents can provide a significant asymmetric advantage if properly enabled.

Information advantage is more important than ever, in this new era of C5ISR warfare enabled by Joint Electro Magnetic Spectrum Operations (JEMSO) and CEMA operations, OSINT and artificial intelligence. Access to higher quality fused information, faster and from the relevant information sources, has become a primary determinant of war outcomes. This requires a holistic adoption of an AI mindset and the proliferation of AI capabilities across the entire battlespace. Collaborating to Meet New Adversarial Challenges

Learning from and supporting customers facing these problems in real time, L3Harris has significant insights into how wars are fought today. The company is leading the industry in delivering AI-enabled C5ISR battlespace solutions across CEMA and JEMSO operations, by combing internal capabilities and those of strategic partners such as Palantir, said Zoughbi.

“AI and machine learning play a critical and necessary role for effective CJADC2, particularly within the context of CEMA and JEMSO operations,” said Zoughbi. “Effectively converging and fusing multi-source information at the right echelon, at the right location, and using the right information delivers actionable intelligence at speeds that are necessary to affect outcomes. It’s the combination of EW, cyber, communications, all-domain sensing, information management and task orchestration – everything in a defense Internet of Things approach – that results in a unified picture and actionable intelligence, reducing decision timelines and operator workload that concern many of our customers.”

To this end, L3Harris and its partners have joined forces to demonstrate breakthrough innovations in defense AI. The companies have recently completed a successful AI workshop that demonstrated to customers recent concepts in an AI-enabling battlefield within the context of multi-INT and information proliferation across the multi-echelon, multi-node battlespace.

Partnerships provide a number of force-multiplier advantages, according to Ryan Hall, Director, Strategy Development, L3Harris. Included among them are: joint staff integration; all-domain awareness and prediction; enhanced all-domain EW sensing, identification and countermeasures; and optimization of land-force C4I.

AI and ML technologies and techniques combine to transform data into high-quality intelligence at machine speed, complementing and supporting human skills. Our partnerships significantly expand the friendly sensor network by incorporating AI/ML capability into our fielded hardware – fusing previously disparate sensors into a unified, smart network capable of tipping, cuing and characterizing data. Additionally, this allows a force to truly use information from that massive increase in sensor coverage; it transforms intelligence from time intensive collection, analysis and dissemination to a real-time common operating picture delivering accurate, in-the-moment responses. They can analyze and report on enormous amounts of data in fractions of the time it would take the highest-trained analysts to complete.

Building Sovereign Capabilities with an AI Ecosystem Approach

Effective and sustainable defense and security require a sovereign defense industry. To this end, L3Harris continuously adopts an ecosystem development approach to enabling its customers with modern defense capabilities. Global examples include the establishment of the Indo-Pacific Regional Support Centre in Australia, SAMI L3Harris joint venture in the Kingdom of Saudi Arabia, and partnerships with EDGE Group in United Arab Emirates and Polska Grupa Zbrojeniowa (PGZ) in Poland.

L3Harris has also already taken steps to establish specific sovereign AI-enabled EW capabilities for its customers, working directly with end users, defense regulators and national champions.

For example, L3Harris has worked with stakeholders in the United Arab Emirates over the past few years to develop a sovereign defense AI/ML capability in the nation, most notably by establishing BAZ Technologies, an offset program focused on such capabilities for the nation.

Since its opening in 2023, L3Harris has increasingly integrated BAZ Technologies into its UAE, regional and global AI-enabled C5ISR supply chains. This has ensured that L3Harris customers leverage best of breed capabilities at optimal value and that sovereign AI capabilities continue to develop within the UAE’s defense industry.
